There is, in general, no such thing as a gun “buyback”.
You can’t buy back what you never owned before.
Calling gun buy-ups “buybacks”, especially government run buy-ups, delicately suggests that all property at some time belonged to the state.
A gun buy back is when you sell your friend a gun, then you regret it, and you buy it back from her.
I think I agree with you. It’s not quite as bad as the “clip” vs. “magazine” thing, but your wording gives a more accurate mental picture. Consider me sold.
